The Vanuatu Foreign Investment Promotion Agency (VFIPA) is responsible for Promoting and Facilitating foreign direct investment into the country in partnership with its key partners.

About THE VFIPA

As a small island developing economy, Vanuatu needs external capital support to finance its domestic development priority agendas and ensure effective expansion of its service deliveries to its fast growing population. This is an impossible goal to achieve without the contributions from foreign direct investments (FDIs). However, the benefits from the FDIs are not automatic. Best practice FDI facilitation and welcoming policy measures are critical.

We are the gateway to foreign investors and we provide the services they need in order to start a business in Vanuatu. We provide the information they need in regards to Government procedures and processes and facilitate linkages with higher Government officials and local businesses. We also assist in fast tracking other permits and assist in sorting out disputes as appropriate.

As stipulated in the foreign investment act no.25 of 2019, we make sure our ongoing efforts have the following as our core objectives :

  • promote and facilitate genuine foreign investments into the country that will create maximum benefits to the citizens of Vanuatu
  • undertake registration and monitoring of foreign investors in Vanuatu
  • advocate for policy reforms aimed at enhancing the country's business environment

While we strive to effectively perform the activities stated above, we make sure our plans are closely aligned with the Sustainable Development Goals (SDGs), as mirrored in our 2030 People's Plan (NSDP).

Our work as an investment promotion and facilitation agency cannot be successful if we work alone. Therefore building and maintaining stronger partnerships with our key partners is critical. An example of this has been the formation of a PPP group in the review of the foreign investment act [cap 248] and the increase from 1 to 3 in the composition of the Board of Agency. We also partnered with the private sector in coordinating national investment forums and similar discussions.

We also establish strategic partner networks with regional and international organizations. This enabled us to receive support in capacity building programs and other technical assistance.

Our goal is to create positive impact to the national development priorities through a pro-active promotion and facilitation approach.

Chief Executive Officer

A former VFIPA CEO and Director General of the MALFFB, Howard ARU possesses solid experience in public affairs, intergovernmental processes and providing advises to individuals, companies and Government Departments.
Mr. ARU is well known for his acute skills in coaching people, projects coordination at local and national levels and supporting governments towards good governance and sustainable policies.
He was appointed VFIPA CEO on June 2020.

VFIPA within the MTTCNB

The VFIPA is a permanent intergovernmental body established by its own Act in since 1998. As part of its outreach efforts, it now has recently establish a sub-national office in Luganville, Santo.

The VFIPA is under the Ministry of Trade, Tourism, Commerce and Ni-Vanuatu Business (MTTCNB) and reports to the Minister via its Board of Directors.
